[PGR_PA_r8] Update for IGNC unattended veterans

Due to the present COVID-19 situation,  The PGRPA has been informed by
Indiantown Gap National Cemetery that until further notice, all unattended
veteran funerals have been suspended for public attendance at the order
from Washington D.C. They will be interred as necessary and a memorial
recognition will be held at a future date. The PGRPA will be notified when
that will take place in order for us to attend to show honors for those
deserving veterans as we have done in the past.
