[PGR_PA_r8] Stand Down for IGNC mission 1/24/2019

Due to the weather , the administration of IGNC has informed the PGR that
the interment of Michael Freeman will be at a later date. Therefore it is a
stand down for the PGR. Thank you for all you do to support these missions.
We will update when new arrangements are made.
