[PGR_PA_r5] Welcome new Region 5 Ride Captain

A big thank you going out to Richard Sam of Region 5 for stepping up to
become a Ride Captain. Richard has faithfully attended many missions over
the years and we are honored to have him step up to this position. Thank
you RIchard for your dedication to the PGR and fellow veterans. Let's all
recognize and support Richard in this new position.
